El portavoz del Grupo Socialista en la Diputaci\u00f3n Provincial de Almer\u00eda, Juan Manuel del Real Ruiz, ha acusado al equipo de Gobierno del Partido Popular de utilizar el Plan de Asistencia Econ\u00f3mica y T\u00e9cnica de Bienestar Animal (PAEBA) como una herramienta de persecuci\u00f3n y control pol\u00edtico de los ayuntamientos de la provincia. Durante su intervenci\u00f3n en el pleno, el dirigente socialista ha denunciado que las condiciones impuestas por la instituci\u00f3n provincial atentan contra la autonom\u00eda municipal al  penalizar econ\u00f3micamente a los municipios que han decidido gestionar directamente el Programa de Fomento de Empleo Agrario (PFEA).<\/p>\n\n\n\n

En este sentido, ha denunciado lo que considera una persecuci\u00f3n espec\u00edfica contra los tres municipios de la provincia que han optado por gestionar directamente el PFEA, al establecer el plan una bonificaci\u00f3n del 10% para aquellos ayuntamientos que tienen delegada esta gesti\u00f3n en la Diputaci\u00f3n. En su opini\u00f3n, esta medida no solo perjudica a los tres municipios afectados \u2013 Alsodux, Paterna y Padules -, sino que tambi\u00e9n pretende lanzar una advertencia al resto de alcaldes y alcaldesas de la provincia para que no cuestionen las decisiones del Gobierno provincial del Partido Popular.<\/p>\n\n\n\n

Del Real ha advertido de que, detr\u00e1s de una iniciativa necesaria para atender las obligaciones municipales en materia de bienestar animal, el Gobierno provincial ha introducido una serie de exigencias que, a su juicio, responden m\u00e1s al inter\u00e9s por controlar a los ayuntamientos y garantizar la propaganda institucional que a mejorar la atenci\u00f3n a los animales.<\/p>\n\n\n\n

En este sentido, ha se\u00f1alado que la base 12 del plan obliga a los municipios a obtener una autorizaci\u00f3n previa y expresa de la Diputaci\u00f3n para realizar cualquier referencia p\u00fablica a las actuaciones incluidas en el programa. Una condici\u00f3n que ha calificado de \u00abcensura previa\u00bb y que, seg\u00fan ha explicado, podr\u00eda afectar incluso a campa\u00f1as municipales de informaci\u00f3n y sensibilizaci\u00f3n sobre colonias felinas, animales abandonados o salubridad p\u00fablica.<\/p>\n\n\n\n

El portavoz socialista ha considerado \u00ababsolutamente rocambolesco\u00bb que un ayuntamiento tenga que solicitar permiso a la Diputaci\u00f3n para informar de actuaciones relacionadas con el bienestar animal por el mero hecho de recibir una aportaci\u00f3n econ\u00f3mica provincial, especialmente cuando, seg\u00fan ha se\u00f1alado, estas ayudas no llegan a cubrir ni el 20% del gasto que soportan muchos municipios.<\/p>\n\n\n\n

A esta exigencia se suma, seg\u00fan ha denunciado, la obligaci\u00f3n de invitar a los representantes de la Diputaci\u00f3n a las actuaciones de difusi\u00f3n medi\u00e1tica relacionadas con el plan. Del Real ha criticado que el PP pretenda convertir las iniciativas municipales en un escaparate de propaganda institucional del PP, condicionando incluso la forma en la que los ayuntamientos comunican sus propias actuaciones.<\/p>\n\n\n\n

Amenazas de sanci\u00f3n y castigos<\/strong><\/p>\n\n\n\n

Del Real ha mostrado su especial preocupaci\u00f3n por las consecuencias previstas en la base 12.3 del plan, que contempla la posibilidad de dejar a los municipios durante dos a\u00f1os sin acceder a planes de asistencia por incumplir las obligaciones establecidas.<\/p>\n\n\n\n

A su juicio, resulta inaceptable que un ayuntamiento pueda verse privado de estas ayudas, que en muchos casos constituyen una fuente fundamental de financiaci\u00f3n para sus inversiones, por no haber solicitado autorizaci\u00f3n para una publicaci\u00f3n o por no haber invitado a un representante provincial a un acto de difusi\u00f3n.<\/p>\n\n\n\n

Asimismo, Del Real ha cuestionado qu\u00e9 relaci\u00f3n existe entre la gesti\u00f3n del empleo agrario y las actuaciones de bienestar animal, y ha reclamado conocer los informes t\u00e9cnicos y jur\u00eddicos que justifican esa diferencia de trato. \u00abEsta Diputaci\u00f3n est\u00e1 castigando con dinero a esos municipios. Es un castigo y no lo llamen de otra forma\u00bb, ha denunciado el portavoz socialista, quien ha defendido el derecho de los ayuntamientos a gestionar sus competencias de manera aut\u00f3noma y eficiente.<\/p>\n\n\n\n
